Since the passage of the ACA Open Enrollment has started on Nov 1. This marks the date where everyone in the United States is able to purchase, renew or, change health insurance.
Where can I Sign Up or Shop Plans?
Depending on your state you may have a state run market place like Covered CA for Californias or you will be able to go to the federally funded market place (FFM) to shop and compare options. Enrolling through an exchange allows for you to qualify for financial assistance determined by your income and household size.
If you do not want or do not feel you will qualify for assistance you can apply directly at the carrier during the Open Enrollment Season.

Do I need an Agent or Broker?
First let's take a look at what an agent vs a broker. Generally an Agent works with one carrier and only sells their product while a Broker will have multiple carriers that they can shop and write plans for. So if you know exactly what you want and don't want to be shopped around then go with an agent. If your looking to get options then you will most likely want to speak with a broker. While so agent or broker do charge for assisting in general the services are free because they get paid by the carrier for assisting in the sale of the product.
